What is a development application (DA)?

A development application is a formal submission to your local council seeking approval to build a custom home on a property, assessing compliance with zoning, design standards, and local planning rules.

A development application, or DA, is a formal request submitted to your local council to obtain permission to build a new residential structure on your land. The council reviews the proposed development against local planning laws, zoning requirements, building codes, and design guidelines before granting or refusing approval. A DA typically includes site plans, architectural drawings, details about materials and setbacks, and an assessment of environmental and traffic impacts.

When a custom home builder designs a house for your property, they will often prepare the DA drawings and supporting documentation. Whether a DA is required depends on your local area. Some councils require a DA for any new dwelling; others may allow certain low-impact residential builds under compliant development pathways that skip formal assessment. The rules vary significantly between New South Wales, Victoria, the team, and other states.

A development application differs from a building permit. A DA is about planning approval-whether the proposed use and design fit the land and neighbourhood. A building permit, granted after DA approval, checks that construction will meet building safety codes and structural standards. The team need DA approval before you can apply for a building permit. Custom home builders familiar with your local council can advise whether a DA is mandatory for your project and help navigate the process.
